California DMV Vehicle Verification Exceptions

VIN Verification (REG 31) Not Always Required

Two specific situations where the DMV waives the vehicle verification step entirely. If your vehicle qualifies — you don't need a verifier. Or anyone.

REG 31 — Not Required
New trailer (out-of-state) — PTI eligible, unmodified, MCO/MSO in hand
New commercial vehicle (out-of-state) — 6,001+ lbs unladen, MCO/MSO in hand

These exceptions come from DMV registration manual §12.165. They apply to a narrow set of new vehicles purchased out of state. New Trailer — Out of State

For trailers entering the California PTI (Permanent Trailer Identification) program for the first time.

A new trailer purchased in another state and eligible for the Permanent Trailer Identification program is exempt from the REG 31 — provided all three of the following are true:

Never been registered

No prior registration of any kind, anywhere.

Not modified, altered, or kit-assembled

Must be factory-original as manufactured. Alterations or kit builds void the exception.

Secured MCO/MSO submitted for the complete trailer

The Manufacturer's Certificate or Statement of Origin must be presented and secured — not a copy, not a dealer printout.

If all three conditions are met, no REG 31 is required. Proceed with your title application using the MCO/MSO and applicable registration forms.

New Commercial Vehicle — Out of State

Applies to heavy new commercial vehicles purchased out of state — complete units and multi-stage builds (cab + body).

A new commercial vehicle purchased in another state — whether as a complete vehicle or as an incomplete vehicle to which a new body was added — is exempt from the REG 31 provided all five conditions are met:

Never been registered or IRP-registered in California

Exception: IRP registration issued within the last 60 days only is permitted.

Not modified, altered, or kit-assembled

Factory original. Adding a new body to an incomplete chassis (multi-stage build) is allowed — aftermarket modifications are not.

Unladen weight of 6,001 lbs or more

This exception is for heavy commercial vehicles only. Vehicles under that threshold still require a REG 31.

Meets California emission standards

If it doesn't — the REG 31 is required, no exceptions.

Secured MCO/MSO submitted

Either a single MCO/MSO for the complete vehicle, or separate MCO/MSO documents for the cab/chassis and body — plus a REG 256 certifying "new components only" for the multi-stage build.

Emissions failure = REG 31 required. If the vehicle does not meet California emission standards, this exception does not apply — full stop. A REG 31 vehicle verification will be required regardless of all other conditions being met.

REG 256 — Emissions Certification Required

The owner must also submit a REG 256 (Statement of Facts) certifying both of the following:

  • No alterations or modifications were made to the emissions system.
  • The vehicle has a properly affixed label indicating it meets California/US emission standards — or the MCO/MSO states this directly.

Pro Tip — Body Type Model (BTM) Abbreviation

If the MCO/MSO doesn't include a recognized Body Type Model abbreviation (for example, P120SV for a step van), you can clarify it with a REG 256. A REG 31 is not required just to supply or correct the BTM — the REG 256 alone handles it.
