for the following specific cases:

Trailer Exception

New Trailer (Out-of-State)

A new trailer purchased in another state and eligible for registration under the Permanent Trailer Identification (PTI) program, provided:

Requirements Checklist:

  • The trailer has never been registered.
  • The trailer has not been modified, altered, or assembled from a kit.
  • A secured Manufacturer's Certificate/Statement of Origin (MCO/MSO) is submitted for the complete trailer.

Commercial Vehicle Exception

New Commercial Vehicle (Out-of-State)

A new commercial vehicle purchased in another state as a complete vehicle or as an incomplete vehicle to which a new body was added to make a complete vehicle, provided the vehicle:

Requirements Checklist:

  • Has never been registered or issued IRP registration in California (or issued IRP within last 60 days only).
  • Has not been modified, altered, or assembled from a kit.
  • Has an unladen weight of 6,001 pounds or more.
  • Meets California emission standards.
  • Is now complete and you submit ONE of the following:
    • Secured MCO/MSO for the complete vehicle.
    • Secured MCO/MSO for cab/chassis AND body, plus a REG 256 certifying "new components only."

Note: A REG 31 IS REQUIRED if the vehicle does not meet California emission standards.

Additional Requirement: Emission Certification

The owner must also submit a REG 256 certifying that:

  • No alterations/modifications were made to the emissions system.
  • The vehicle has a properly affixed label indicating it meets CA/US standards (or the MCO states it).

Pro Tip: If the MCO/MSO does not provide a recognized Body Type Model (BTM) abbreviation (like P120SV for a step van), you can use a REG 256 to clarify the BTM. A REG 31 is not required just to clarify the body type.
