CHP Required DMV Cases Regulatory Limits

As a Licensed Mobile Vehicle Verifier, we strive for a smooth registration process. However, certain vehicle types and situations cannot be verified by a licensed private verifier and must be handled by the California DMV or CHP.

Reviewing this list before you call saves time and frustration!

Salvage & Junk
Title Vehicles

  • Vehicles with Salvaged Certificates as their primary ownership document.
  • Vehicles declared Revived Junk or Revived Salvage.

Incomplete &
Unassembled

  • Incomplete Vehicles (e.g., kits, partially built, custom chassis).
  • Unassembled Vehicles (must be fully assembled to verify).

Label & VIN
Mismatches

  • Vehicles under 8,000 lbs unladen where the Federal Certification Label (Safety Label) is missing, altered, or does not match the documents (CHP/DMV Only).
  • Note: Direct Imports (Grey Market) usually lack this required Federal Label and therefore must be verified by the CHP.

Motorcycles &
Special Cases

  • SPCNS (Special Construction) vehicles.
  • Motorcycles with engine changes.
  • Motorcycles last registered in California that have fallen out of the DMV database. (Even with documents, these MUST go to DMV/CHP).
  • Note: We CAN verify new & used motorcycles LAST REGISTERED out of state with proper documentation.
Special Case Alert

Missing documents for vehicles with removed CA DMV records

This is a complex scenario. Please read carefully.

The Problem: "Unavailable Records"

Vehicles last registered in California that no longer appear in the database are classified as "Unavailable Records."

However, if you have a California "Unavailable Record/ No CA Records" vehicle and lack supporting ownership documents (Title, Registration, MCO), you must first go to the DMV.

The Solution: RDF Code "5"

The DMV may, after auditing your situation, authorize a Licensed Vehicle Verifier to perform the verification without the usual documents using the RDF Reason code "5" (Report of Deposit of Fees). If the RDF states "Referred to CHP for inspection..." and lists Reason #9 - you must call CHP. If your vehicle can only be verified by DMV or CHP, You will see RDF Reason Z (Manual/Cusom Input) that displays a message such as "Verification of Vehicle by DMV or CHP Only"

Authorization must be IN WRITING on the RDF. Verbal approval is not accepted.

The Category for "Unavailable Records/No CA Records" DOES NOT apply to vehicles registered out-of-state (Non-Resident Transfers).
