Notice to Consumer
If you've purchased a new LSV/NEV from a California dealer, a verification is not required. Your California dealer will process your registration and complete all DMV requirements. Because the State of California considers all NEV/LSVs as "Motor Vehicles," the California dealer is required to register the vehicle on your behalf and submit all necessary paperwork and registration fees to the DMV.
A used LSV/NEV may need verification if it was last registered out-of-state. However, the used LSV/NEV dealer may need to complete the verification as part of the sale process. Always verify with your dealer and/or the DMV to determine if you are responsible for registering your LSV/NEV.
Private party sales are different—the buyer usually needs to complete all registration requirements.
When is a Verification Required?
Out-of-State Purchase
You bought a new or used LSV/NEV from a private party or dealer in Arizona, Florida, or another state. The DMV requires a physical VIN inspection to register it in CA.
Unavailable Records
You bought a used LSV/NEV from a private party that was last registered in California and has fallen out of the CA DMV system (Unavailable Records).
Verification Requirements
To Pass Verification (REG 31), Your LSV/NEV Must Have:
1. Federal Safety Certification Label
This is the "Golden Rule." We must locate the manufacturer's label that explicitly states:
"This vehicle conforms to all applicable Federal Motor Vehicle Safety Standards (FMVSS)" It will also have a 17-digit VIN listed on the label.
✓ If this label is present, the manufacturer has confirmed the LSV is compliant.
2. Public VIN (17 Digits)
The vehicle must have a standard 17-digit VIN stamped on the chassis or attached via a factory plate. We physically match this VIN to your ownership documents and the Federal Certification Label.
We Cannot Verify "Modified" Golf Carts
If your vehicle is a standard golf cart that was modified with an aftermarket kit, it likely does not have a Federal Certification Label. These vehicles require a different process and cannot be verified by a mobile verifier for on-road registration as an LSV.
Have at least one of these documents ready
- Manufacturer's Certificate of Origin (MCO) — (For New Vehicles)
- Certificate of Title — (For Used Vehicles)
- Registration or Dealer documents — (If applicable, the out of state Dealer Sales Contract or Temp Registration)

1 Neighborhood Electric Vehicle (NEV) / Low-Speed Vehicle (LSV)
Definition
An NEV/LSV must have four wheels and within one mile can reach a speed of more than 20 mph but not more than 25 mph on level pavement. Additional requirements include a 17-digit VIN, gross vehicle weight rating under 3,000 pounds, and Federal Motor Vehicle Safety Standards certification.
Despite resembling golf carts, NEVs/LSVs are classified as motor vehicles requiring a valid driver's license, registration, and insurance.
Operating Restrictions
- Cannot operate on roads with speed limits above 35 mph
- May cross highways only at controlled intersections
- Can cross higher-speed intersections if the trip begins and ends on roads with 35 mph limits
- Local authorities may restrict or prohibit use entirely
