🚫 Prohibited VIN Verifications
As a licensed Mobile Vehicle Verifier, we strive for a smooth registration process. However, certain vehicle types and situations **cannot be verified by a licensed private verifier** and must be handled by the California DMV or CHP. Reviewing this list *before* you call saves time and frustration!
Salvage & Junk Title Vehicles
- • Vehicles with **Salvaged Certificates** as their primary ownership document.
- • Vehicles declared **Revived Junk** or **Revived Salvage**.
Incomplete & Unassembled
- • **Incomplete Vehicles** (e.g., kits, partially built, custom chassis).
- • **Unassembled Vehicles** (must be handled by the CHP).
Label & VIN Mismatches
- • Vehicles **1970 and newer** missing the **Federal Certification Label**. (CHP only).
- • When the **VIN doesn't match** the document or Federal Certification Label.
Homemade & Motorcycle Issues
- • **SPCNS** (Special Construction) vehicles.
- • Motorcycles with **engine changes** or unavailable DMV records.
⚠️ Vehicles with Unavailable Records
Vehicles which have not been registered within DMV’s four-year file record and no longer appear in DMV’s database, are referred to as “unavailable records”.
If this fits your situation and you lack supporting ownership documents (Title, Registration Card, MCO), you must first go to the DMV to determine your options.
The DMV is the authority for these complex cases. They may, in rare cases, authorize a Licensed Vehicle Verifier to perform the verification without the usual documents using the **RDF Reason code "5"** (Report of Deposit of Fees), but they must provide this authorization in writing.
